Jeļena Bārbale

Jeļena Bārbale is the Head of the Legal Aid Provision Division, Deputy director of the Legal Aid Administration of the Republic of Latvia with the total length of judicial experience (court, public and private organizations) is almost 18 years. Main responsibilities of Jeļena Bārbale include examining persons’ applications for request of state guaranteed legal aid and decide on granting or refusal to grant the state guaranteed legal aid in civil cases, cross-border disputes and administrative cases;  examining persons’ applications for acquisition of the status of provider of state guaranteed legal aid in civil cases, cross-border disputes and administrative cases and concludes legal aid contracts with providers of legal aid; and payment of legal assistance funds earmarked for legal aid providers for provided legal aid in civil cases, cross-border disputes, administrative cases and criminal cases. Moreover, Jeļena Bārbale is also a Lector of administrative and procedural law and European Union law at the College of Law. Previous position of Ms. Bārbale was Deputy director of  the Department of Independent legal professions of the Ministry of Justice of the Republic of Latvia and the Director of the Department (due to the Director’s justified absence) and her main responsibilities included the drafting, organizing and coordinating the implementation of state policy in the following fields: State ensured legal aid; State compensation on crime victims; Maintenance guarantee; and Independent legal professions (advocates and notaries).
